Abstract

Keputih Village, Surabaya, experienced challenges in conducting effective traffic and neighborhood security monitoring due to the absence of an integrated real-time monitoring system. These limitations affected the ability of village officials to obtain timely traffic information and maintain comprehensive incident documentation for public service and security purposes. This community service program aimed to strengthen the capacity of village officials by implementing a CCTV-based traffic monitoring system integrated with a web-based dashboard and artificial intelligence-assisted vehicle detection. The system was installed at the Simpang Lima Keputih intersection in Sukolilo, Surabaya, as a strategic location with high traffic activity. The implementation method consisted of needs assessment, field observation, system design, hardware installation, dashboard development, system integration, user training, socialization, and program evaluation. The training and socialization activities involved 25 participants, comprising village officials and community representatives, who received hands-on training on operating the monitoring dashboard and interpreting traffic information to support daily operations. The implemented system enables real-time traffic observation, automatic vehicle monitoring, and centralized video recording, allowing users to access traffic conditions more efficiently and respond more quickly to traffic-related incidents. Feedback from participants indicated that the system was easy to operate and beneficial for traffic monitoring and neighborhood security management. Overall, the program enhanced the technological capacity of local stakeholders, improved public service effectiveness, and demonstrated the potential of digital technology to support community-based traffic management and public safety in Keputih Village.
